Excesss charges are rejected from any body as they try to stay neutral, a conductive body have their electrons free to move then they will be forced by the field to concentrate where their presence is needed and away from where they bother each other, as a result the surface get charged becoming an equipotential surface (otherwise charges will moves following the potential gradient).
