No the copper is less reactive than iron. When the iron nail is dipped the iron displace the copper from its compound and forms ironsulphate and there will be brown colour deposit on copper..
A more reactive metal displaces a less reactive metal from its compound

When an iron nail is dipped in a solution of copper sulphate then displacement reaction takes place in which iron displaces copper and the displaced copper settles down on the surface of the iron nail
No the iron is not rusting it is the copper which gets settled on the surface.
