The heater part of the appliance is made up of a conducting material which can flow heat through it and becomes white hot during this process.
The connecting cord is for the ease of the user to handle the appliance carefully. It is made up of insulating material which do not allow heat to pass through it and hence do not become white hot.

This is because the heating element is made up of alloy, having high melting point and high resistivity.they doenot undergone oxidation even at high temperature while connecting element is made of insulator.
