This is because at the highest point the vertical velocity becomes 0 due to the acceleration due to gravity which acts opposite to the direction of the vertical velocity till the body ascends while on the other hand the horizontal velocity remains unaffected dur to gravity.
This, at the highest point of a projectile the motion becomes horizontal.
