At the highest point velocity in vertical direction becomes zero for an instant because if the particle will have a velocity in vertical direction it will continue to move up but as it is the highest point which signifies particle cannot move up further and thus velocity is only in horizontal direction .

at maximum point particle comes to rest for a moment
there is no vertical displacement
so there is only horizontal velocity ie direction is horizontal
