This is because , Now , USA has more capitals than India , capitals mean assets , gold and many valuable things..

in the market the rate increase or decrease it depends on avibality of goods and demand like that dollar value is more then rupee because it's demand is more but avibality is less.
as everything in international generally market we bye or sale in in dollar which increases its cost too .
another factor is it also depend on GDP and PPP of country
