The function of the windshield wiper is to wipe off the rainwater and snowflakes from the windscreen of the vehicles.

The coolness of snow or raindrops causes condensation of natural moisture on the inner surface of the glass of windscreen.

Hence, the driver needs to manually wipe off this inner surface to maintain the visibility through the windscreen when he is driving in rain.
