Why does the election commission have so much powers? wont this lead to cheating or any other voilation?

The Election Commission of India has sweeping powers, as defined by the Indian Constitution, in the conduct of elections in the country to protect its democracy. Once, the ECI declares the dates of polls, the moral code of conduct is put into force and this is the first step in ensuring free and fair elections.
By following a transparent process, the ECI maintains its neutrality and ensures no voter is deprived of his or her basic right to vote. If this body did not have so much power bestowed upon it, India's democracy would be partisan and the process a sham. In order to check the misuse of money and muscle power by vested interests, the ECI exercises its authority in a very judicious manner.
If a strong pillar like the ECI is devoid of appropriate authority and commensurate power, India's democracy will fall apart and we'll become citizens of a banana republic.

If election commission does not have that power than people may cheat in their casting and there is a greater chance of unfair elections. They are responsible to take care of the system and handle them fairly. If they will be unjustifiable to their jobs than there will be cheating.
