 The government sometime make exceptions to help a particular religious community in order to;

(i) Safeguard their rights(in case they are minorities).

(ii) Prove that the government regulations would not effect their religious values and traditions. 

(iii) Create peaceful coexistence of different religions. 

For example, religious minorities in India are given reserved seats in the Parliament and government opportunities in order to maintain stability.

The wearing and carrying of kirpan is included in the Sikh religions so they are allowed to keep a kirpan with them as a religion symbol similarly the weathering of a pagri by Sikh is a again a religious symbol so the Sikh are allowed to wear pagri in school or other institution
