Because to give importance to all religious community...ex: Muslims r getting more importance than before

Let look back to the history :v the goverment( technically speacking it was the king :v) always want their people to follow them first then the religion second. But due to the brainwash of Christianity( example) and other religion, they force the people to belive in someone like Jesus and make them to put religion first then goverment second. And their been like a tone of war and relegion then which end in goverment and religion have nothing to do with each other. So you can say that goverment help the religion so they the religion itself can tell the people to like the religion :v it just like i scratch your back, you scratch my back :v
