In order to maintain a peaceful and healthy system in a country the the government has to  make exceptions to help particular social, political, economic and religious groups. 

The government sometime make exceptions to help a particular religious community in order to;

(i) Safeguard their rights(in case they are minorities).

(ii) Prove that the government regulations would not effect their religious values and traditions. 

(iii) Create peaceful coexistence of different religions. 

For example, religious minorities in India are given reserved seats in the Parliament and government opportunities in order to maintain stability.
