Due to poor shielding effect of d orbital electrons

this is due to the increased nuclear charge. but the additional electron being added to the 3d shell increases the shielding effect on the outer 4s electrons .the counters the increased nuclear charge and hence the effective nuclear charge remains approximately the same.
