why does the leap day (ie 366th) day is added only in the month february and not in any other month??? please answer...

according to me the leap De day that age 360 6th day is added only in the month of February and not in the other months because in whole year that 12 months and in 12 months 11 months have 30 or 31 days but only February has only 28 days at it is the least day that's why 360 6th day is added only in the month of the February and not in other months
