why does the level of water not change when sugar is dissolved into it

in water there are empty gas between two molecules called as intermolecular space. when sugar is added to water it dissolves and occupies these empty space thus the value does not increase as sugar molecules and occupies vacent space and not adding to the existing space and this will happen till saturation and after saturation no sugar is dissolved in water and further adding sugar to the water will increase the level of water
