ANSWER :- Actually, the travelling of a light depends upon the density of an object.

1) In case of diamond there is many obstruction thus,refractive index is more in diamond which decreases speed of light.

2) In case of vaccum there is no obstruction from propagation of light thus, the refractive index of vaccum is lower than diamond so light travels faster than diamond.

In short :-

More refractive index- light rays travel slowly.

Less refractive index- light rays travel faster.
