why does the liquid rise. in a syringe when its piston is pulled up

when the piston is pulled the space inside the syringe increases and it comes in a state of low pressure but the air outside is in high pressure so the liquid rises in the syringe

when the piston is pulled up applied forces that liquid compress than density of liquid decrease than density increase due to contact between water and air
