the load from the cage above the seats in a bus falls down when suddenly brakes are applied because of law of inertia as the body is in th rest, so when the brakes are applied it opposes to the change in its position but when the brakes are applied gently then body in applying breaks change it's position also.

While the bus is in motion, the load is also in motion. But when the bus suddenly stops, the bus comes to rest but not the load. The load is still in the illusion that it is in motion. So when the bus suddenly comes to rest, the load falls down due to inertia.
