The mutant genes that cause hemophilia are located on the X chromosome. They are recessive genes.
Females have two X chromosomes. So, if a female child inherits one X with the mutant genes and one X with "good" genes, the "good" genes override the hemophilia causing genes (because they are recessive). Females have to inherit two X chromosomes (one from father, one from mother) with the mutant genes in order to have the hemophilia show up.
Not so with boys. Boys have one X chromosome from Mom and one Y chromosome from Dad. So, if a boy inherits an X with the mutant hemophilia-causing gene, he will have the symptons of hemophilia, because there's no spot on the Y chromosome with the appropriate paired "good" genes to override the hemophilia-causing mutant genes on the X.
