Because camphor undergoes sublimation!

Substances like NH4Cl (ammonium chloride) and camphor turns from solid state to gaseous state without undergoing into liquid state and vice versa. This process is called sublimation.

Iodin is not a sublimable substance. Hence when the mixture of iodine and camphor is heated, camphor changes into vapour and turns solid when it comes to contact with the cool surface. But iodine remains in the dish in which they both ate heated!
