We add one day in the the month of February every four years to cope up with the movement of Earth around the Sun. One rotation is actually 23 hours 56 minutes and 4.09 seconds. But we consider one day as 24 hours. That is why we add one day once every 4 years.

In the month of February has 29 days because the earth moves around the sun in an elliptical path so in one year it is 6 hours added to 1 year after 4 years also called leap year it is 6 multiplied by 4 so 24 hours so I it is also added in the month of feburary
