the basic function of parliament is to make laws .All legislative proposals have to be brought in the form of bills before parliament.All bills is a statute in draft and cannot become law unless it has received the approval of both the houses of parliament and the assent of the prime minister of India.

a bill can only became a law if it is passed by a majority vote in the house of representatives and the senate. the Bill must be agreed to in identical form by both chambers, and given Royal Assent by the governor-general. It is then known as an Act of parliament.
