The answer is that peninsular India has a wide variation in temperatures and can hardly be called more moderate than the rest of India. Places in Tamil Nadu like Ooty and Kodaikanal can become quite cold, as can Munnar in Kerala and a few places like Chikamagalur in Karnataka, There’s a hill place near Vizag where it sometimes snows.
Madras, or Chennai is said to have three climates, hot-hotter-and- hottest.
Peninsular India has a long coastline that tends to moderate the climate. However, areas to the east of the Western Ghats, like Pune and Baramati and Nashik can have winter temperatures similar to Jaipur if not Delhi.
If you want to see moderate temps throughout the year, the better bets would be places like Bhopal, Indore and Ratlam.
