The poet decide not to get money to the boy because he wants him to grow up.He wants that the boys should become mature and responsible.The boy should learn that we leave things behind as we move forward.Loss is an essential part of life.

He can buy another ball for him but he don't do so because it would not be proper way for the poet to do so.
