Time is called so because it is not constant and does not wait for anyone. Also, it does not let the beauty of things remain forever. Time is like constantly changing weather which does not care about anything or anyone.

The poet referred to time as sluggish because it does not wait for anyone and it keeps changing. He refers to time as dirt as it does not wait for anyone. It also kills monuments and statues as time passes by.
Also, the colors of the statue fade and it loses it originality with the effect of sir, wind and other factors. Time does not wait for anyone orvrstber it is selfish. It keeps changing from time to time and no one can understand it.
