Answer: The poet says " I will not intrude on him " because the boy for the first time in his life, experiences the grief of losing a much loved possession - his ball. He does not want to disturb the boy as he wants him to feel what it is like to lose something. The poet wants him to be able to cope with his laws.
He does not offer him "money" to buy another ball because he wants the boy to understand that money cannot buy everything. He wants him to be responsible enough to let go off things and move on his life. Once something is lost, it may never be restore. This realization will help him have a mature outlook towards life.
