Political executive (like Government and Ministers) have more power than the non-political executive ( Civil servants and other officers) because the political executive is directly elected by the people and is representative of the population of the country.
The political executive is accountable to the people. The most common form of government i.e Democracy is based upon the will of people and it is the political executive which represents that will and rules accordingly.
