Why does the political executive having more power than the non political executive?

The reason is clear and simple:

Political executives are elected by People and in a democracy the choice of people is supreme.

Whereas the non political executive(Permanent Executive) are civil servants.They are elected on basis of UPSC exams

Political executive (like Government and Ministers) have more power than the non-political executive ( Civil servants and other officers) because the political executive is directly elected by the people and is representative of the population of the country.
