This is because the rain strikes the north eastern part first and then travels west
On the way travelling to west it gives heavy rain and loses its moisture so the rainfall decrease from east to west

IN EAST OF INDIA THERE ARE SO MANY HILLS LIKE HIMALAYAS WHICH OBSTRUCT THE WAY OF CLOUDS IN THE EAST
AND IN WEST ARAVALIES LIES PARALLEL TO THE MONSOON WINDS AND THEREFORE ARAVALIES CANNOT OBSTRUCT THE WAY OF MONSOON WINDS
THEREFORE THE RAINFALL DECREASE FROM EAST TO WEST IN NORTHERN INDIA.
