Bcz the amount of oxygen dissolved in water was not sufficient for them and present in a less amount so they had to breathe more and thus their breathing rate was high

aquatic animals take in the oxygen dissolved in water. the amount of dissolved oxygen in water is fairly low compared to the amount of oxygen in the air. thus, the rate of breathing is much faster in aquatic organisms.
