Why does the rider fall in the forward direction when a running horse stops suddenly?

because of the newton's first law of motion.

This is caused by inertia. When the horse starts running, the rider, being at rest, falls back. When a running horse stops suddenly, the rider being in motion has tendency to fall ahead.
