The Japanese declared war when their existence was in danger. This might be a reason why the world has been used repetitively in the excerpt of Japanese declaration of war.
The war was declared by Japanese against the United States of America and the British Empire.
If Japan had not done so then it would have endangered its existence.Thus, the writer might have put more pressure on the world presence.
