When, sugar is dissolved in water, the water molecules being polar form a hydrogen bond with them and wet them so that sugar dissolves there, but we know that oils are non polar in nature and are long chain hydrocarbons so the polar sugar molecules are not affected by mustard oil and it could not dissolve sugar.

Sugar and water are both polar substances while mustard oil is a non-polar substance.
Non-polar substances can not dissolve polar substances and vice versa. "Like dissolves like"
