In the noon the sun is overhead, there is least amount of scattering and hence appears white. When it is overhead, it has lesser air to travel through and scattering results from dust and other particles which will be reduced if the distance to be traveled in air is reduced. If there is no refraction there is no deviation in the path of light. No deviation causes no dispersion, which means there is no separation of colors of light.

That is the reason why the sun appears white at noon.
