Why does the temperature of a substance remain a constant during a melting point boling point

This is because of the latent heat of fusion and vaporization.

Latent heat is the hidden heat used for overcoming the force of attraction between the particles of matter for being converted into other state.

So, during melting point the heat is absorbed to overcome the force of attraction between particles of solid. Thus, the change in temperature is not visible.
Similarly it is in the case of latent heat of vaporization.
