Why does the ticket collector insist on calling Toto a dog?

Because he only see the head of Toto so he thinks there is a dog in the bag.

There can be two reasons for this :-

■ He only paid money on dog in the animals , so for getting Money he called Toto a dog .

■ He had not seen Toto fully , he has seen only his face so he understood Toto a dog.
