Why does the upper mesophyll layer contain more chloroplasts then in the lower mesophyll layer

Because upper mesophyll of the leaf so sunlight enters the leaf through upper surface of the leaf first through cuticle then to upper mesophyll layer which produce chlorophyll where photosynthesis takes place to produce chloroplast with presence of sunlight and chlorophyll so lower mesophyll doesn’t get much sunlight so it photosynthesis less hence chloroplasts are low at lower mesophyll layer.
