well if it's the case of a bucket swirling around by thread or a rod the water inside bucket does not falls down when it is turned up right during the circular motion centripetal force is provided by the tension of a particular rod or string by which the object is connected but at the same time there is a pseudo force which acts in non inertial frame which balances the tension or centripetal force centripetal force and mg. Which helps to prevent water from falling down.
