Answer:

This is because warmer air hold more moisture and thus produces more snow (if cold enough) than colder air.. when it snowing the air is drier (because all of the water's in the snow). Dry air doesn't conduct as well as wet air. This makes you feel warmer because you're losing less heat to the air.
