bcz it's depend on the cyle of hormone the secondary characters of hormone activat the age of 13-14 age. the penis of 13year boy according to 18years boy in hormonal changes and the other activities changes like shoulder are increase and throat out side these are also hormones changing. penis temperature maintain in own self so. and it's change the shape smaller to bigger according to age.
