Why does viruses from a exception to cell theory?

Since, viruses are neither living nor non-living because the behave as living when they come in contact with living, but they become non-living but when they are not in contact with living thing.

the cell theory was:

=> every living organism is made of cell/cells.
=> every new cell arises from pre-existing cells.
=> The cell is the basic unit of structure and organization in organisms.

★ now, viruses formed an exception because they are both living and non-living depending on availability of host.

they are living when they are present inside the body of host.
they are non-living outside the body of the host.

★ Even today some people believe that viruses are living and some believe that they are non living.

★ they are living as:

they are capable of reproduction.
they have their own genetic material.
they are having the capability of taking over the cell machinery of host organism.

★ they are non-living as:

they have high specific gravity
they can be crystallized 
outside host they are metabolically inactive.


=> hence they formed an exception to cell theory.
