As we know that pressure increases with decrease in surface area.
It is the same case here, the base of the shoe is larger so it is easy to walk on sand as our weight is spread evenly while in heel shoes, it consists of a pointed structure which has less surface area making it difficult to walk on sand as all of the pressure is concentrated over a single point.

this is because sandals have a tip which reduces the surface are and thus increasing the thrust.
while flat shoes spread ur pressure (weight ) on a larger are making u walk easy.
