why does water below ice in lakes and rivers does not freeze​

Lakes and river do not suddenly freeze in the winters.

While water is moving, if the temperature drops below zero it doesn't freeze. Fast moving rivers are less likely to freeze. For lakes, water's density behaviour protects them from freezing. When lakes freeze, the ice stays at the top. This insulates the remaining water from the colder air above. But it does not freeze completely.
