When you rotate the water in the vertical circle, you are pushing the water away from your hand, towards the base of bucket by a force which is directed away from your hand.
This force, when balances the force of gravity, the water would just be in the bucket. But when you whirl the bucket, this outward force named as Centrifugal force overcomes pull of gravity and pushes the water to the end of bucket away from the open mouth of bucket. Such that it do not drop from the open end of bucket
