why does we feel cold in fever even the body is hot

The hypothalamus serves as the body's thermostat. When triggered by pyrogens, the hypothalamus tells the body to generate heat by inducing shivering, goosebumps, and constriction of blood vessels near the surface of the skin.

when the brain increases the body's temperature at the set point, the body strives to meet that higher temperature. you feel cold because technically because you are colder than ur body's new set point. Inturn, the Body Works to generate heat to warm itself by contracting and relaxing muscles-hence the shivering ,or chills.
