Because although water remains for us in the ecosystem, it is rendered useless to us without treatment. What people mean is that we are wasting 'usable' water. See it is well known that only around 2.5%-2.75% water all over the world is freshwater. Out of it almost 2% water is in the form of icebergs, glaciers and snow caps. Roughly 0.7%-0.8% is present as groundwater and 0.01% as surface water (in lakes and rivers). so basically only 0.8% of the total water is available to us and it still isn't suitable for drinking or household purposes. Extensive water treatment processes have to be carried out to make the water suitable. Furthermore, not only households, our industries too need extensive water supply for their operations and they need very very high quality of pure water. Water Treatment is very very expensive also the degrading quality everyday is not at all helping us.
