Why doesn't Jimmy reveal himself to Bob in "After Twenty Years" by O. Henry?

Jimmy did not reveals himself to Bob because he did not have that much courage to arrest his best friend. He also don't want him to live in misunderstanding and that's why he made himself known to Bob by the means of a letter.

Jimmy doesn't reveal himself to Bob because when he recognized that he was that man wanted in Chicago, he didn't arrest him because he couldn't do it himself as a loyal friend but he sent a stranger to arrest him because he is Silky Bob who does bad things.
