Oil do not dissolve in water due to the polarity of water.Oil is a nonpolar substance but water has two poles namely negative (OH) and positive (H) so it is non polar.

Solubilty depends upon the like substances as like dissolve like and unlike dissolve unlike.Since oil being non polar do not form hydrogen bonds with water so it is not soluble in it.

Oil do not dissolve in water because it has lower density than the density of water. So it float on water.
