Heya friend,
When a person falls on a heap of sand he/she doesn't get injured/hurted, this is because the heap of sand is soft a bit and the momentum of the person is reduced more gently.Whereas he/she falls on the hard surface then his/her momentum is reduced to zero in short interval of time and the rate of change of momentum will be large due to a large opposing force is acted on the person
Hope my answer helps you :)
