This would be because the pathogen can affect the host only with the help of certain factors that are present in the host. These factors are usually lacking in the vector because of which the vector escapes the disease. For example, in the case of malaria, the pathogen (a protozoan - plasmodium) can multiply only within human liver cells (hepatocytes) and human red blood cells which are both lacking in the vector (the mosquito).
