Dogs have all sorts of tails - short, long, straight, curved and amazingly curly (like Pugs). A lot depends on what they were bred for, and what breeders over the decades have considered attractive. but not all dogs hv curved tails, some dogs curve their tail in excitement.

On the other hand, mention a walk or get out the leash and the tail will be up over the back as far as it will go, and be wagging happily.
So if all you've seen is dogs with curved tails, then my guess is they may have been having a good day.
